Finally, my next character mod. The moment I saw concept art of this unused boss from the game files, I knew I had to bring her to life as a mod. You can actually thank her for finally motivating me to get my other three mods working for Repentance.

Finally, my next character mod. As soon as I saw an image of this unused boss from the game files, I knew I had to make a mod of her. You can actually thank her for me getting off my butt and getting my other 3 mods working for Repentance (so I wouldn’t feel guilty working on this one).
Since all we have is a named file and a picture of the boss, I took some liberties with how I wanted her to operate as a character. The general idea is that Maid in the Mist (who I’ll just call The Maiden for brevity) cannot shoot, and instead relies on her Willo buddies for combat.
While firing, summon a number of Willos roughly equal to your Tear Rate × 2 (rounded up). Upon summoning, they lock onto the nearest enemy and circle around it, occasionally firing projectiles affected by your damage stat. To keep them from dying instantly, they also have significantly boosted HP. They destroy poops and fireplaces (but not white poops or blue/purple/white fireplaces).
But don't worry—your poor Willos won't be doing all the work. You've got a job too! The Maiden starts with a pocket item: her Mist Baton. When you use it, 4 icons appear, showing the command you'll give to the Willos. After activating the Baton, press the corresponding fire button to consume its charge, and the Willos will take action. The Baton recharges while you're in a room.

UP – Re-Target: Your Willos will switch targets and all focus on whatever enemy is nearest you at the time of the command. Helpful for when getting rushed down by a baddie.
LEFT – Die: Kill all Willos and deal a small amount of damage to enemies per Willo. Unfortunately, there are times when the Willos just have to go—whether they're stuck outside the room or their buzzing is getting on your nerves. Use this command to make them all perish :c
RIGHT – Heal: Fully restores all Willos' HP and even raises it slightly above their starting amount. Great for Willos built as bullet sponges.
DOWN – Shoot: The most important action; your Willos will each fire a tear at their target. These tears inherit the properties of your own tears, and even some of the more unusual tear effects (but not all).

These items grant a bonus effect worth keeping an eye on:
20/20: Can summon extra Willos. The number of Willos summoned at once is multiplied by 2.
Inner Eye: Can summon extra Willos. The number of Willos summoned at once is multiplied by 3.
Mutant Spider: Can summon extra Willos. The number of Willos summoned at once is multiplied by 4.
Monstro’s Lung: Summons up to 5 extra Willos each time one is called.
Loki’s Horns: Based on Luck stat, may summon 4 additional Willows.
Mom’s Eye: Based on Luck stat, may summon an extra Willo.
Eye Sore: Chance to summon up to 3 additional Willos.
Brimstone: Willos will fire Brimstone lasers when the Baton command is issued.
Mom’s Knife: Willos will fire Knives when the Baton command is issued.
Tech X: Willos fire Tech X lasers when the Baton command is given. Laser ring size scales with the current number of Willos.
Dr. Fetus: Willos will fire bombs when the Baton command is issued (oh no).
Technology: Willos fire lasers when the Baton command is issued.
Ghost Pepper: Based on Luck stat, Willos may fire a highly damaging flame instead of a tear when the Baton command is issued.
Bird’s Eye: Based on the Luck stat, Willos may fire a high-damage flame instead of a tear when the Baton command is issued.
Chocolate Milk: Tears fired by the Baton command deal more damage and grow larger with more active Willos.
Spirit Sword: Tears fired become Sword Beams with higher velocity.
Tech.5: Willos will randomly fire lasers at their targets if any enemies are present.

Let's talk balance. Like most of my modded characters, this one can be a bit on the strong side. Honestly, I value a unique character experience more than making them perfectly match the game's difficulty. The Maiden shouldn't be completely overpowered (even Chub can be trouble with his extra spawns), but you'll probably find room-to-room combat and certain bosses easier. I can rebalance her if I reeeeeally have to, but I'd need to see a strong majority of people asking before I consider it.
